He has been a Police Officer of the Hong Kong Police Force (HKPF) for 16 years and a recruit police instructor in the Police Training School (PTS) since 2001. His job nature includes teaching and coaching the police trainees in the area of Laws and Orders, Use of Firearms, Tactical Skills and Disciplines. Almost a half of his students are holding bachelor degrees or even above. Currently he is working in the Training Development Bureau of the HKPF responsible for drafting of an official Occupational Safety and Health Manual and reviewing the current police training syllabus as the PTS will be upgraded to be an accredited Police College recognized by the local and overseas government and academic institution in the near future. Prior to his participation in training, he worked in the Criminal Investigation Department for about ten years, mainly involved in the intelligence field. During which he was serving in the Criminal Intelligence Bureau as an International Liaison Officer working with the officers from the FBI (USA), AFP (Australia), RCMP (Canada), Metropolitan Police (UK) and etc. Then he worked in the Narcotics Bureau as an Intelligence Gathering Officer responsible for agent and informer handling. Professor Lai holds a Diploma in Police Studies from the Chinese University of Hong Kong; a Bachelor Degree in Business Administration (Human Resource Management) from the West Coast Institute of Management and Technology in Perth, Western Australia; and a Master Degree in Business Administration from the Columbia Southern University in Alabama, USA. Several universities in the USA and UK have appointed Professor Lai as an adjunct professor for Human Resource Management and Law Enforcement Administration. Ms. Sarah Dougan, M.A. - Academic Advisor, Marketing DEPARTMENT OF MATHEMATICS DEPARTMENT OF MILITARY STUDIES Since 1992, Dr. Werther has lectured extensively at the senior executive levels of Fortune 100 firms, was Keynote Speaker at the Opening Ceremonies of Lucent Technologies, likewise at the Agilent 2000 Business Intelligence Forum, and at similar venues worldwide; particularly with AT&T, Rockwell International, Lucent Technologies, and the Intrados Group. His area of research and consulting specialization is in predicting emerging trends and patterns of international change. Current work on "profiling international change processes" uses a multi-disciplinary, comparative, and socio-psychologically grounded approach to understanding how change happens within and among different societies, and has permitted the correct evaluation of market shifts (and collapses), emerging conflict patterns, processes, and outcomes, and development trends within a number of world regions. Zoltan Laszlo Kiss is an Associate Professor of Sociology of the Department of Sociology of the Miklos Zrinyi National Defence University (Budapest, Hungary). His current research interests encompass security sector reforms and civil-military relations in the new NATO and EU-member CEE countries; lessons learned from current experiences from peace-support operations; CIMIC; contemporary trends of tranformation of military organizations and the military profession, and conversion of military personnel. Marian Zulean, PhD in (Military) Sociology holds a Master in International Affairs/International Security. Currently is an expert on NATO and US at the Office of the Romanian President and Civic Education Professor at the University of Bucharest. On leave from the Romanian MoD, where he reached the rank of major, he worked in the last 4 years as a member of different task forces that prepared Romania for the admission into NATO. Ms Cristina-Rodica Poponete Capt (BUL-N) Yantsislav Yanakiev is associated professor and head of department at Defence Advanced Research Institute (DARI) at Rakovski Defence and Staff College in Sofia, Bulgaria. He graduated from Nikola Vaptsarov” Naval Academy in Varna in 1982 and got Ph.D. degree in sociology from the Institute of Sociology, Bulgarian Academy of Sciences in Sofia in 1995. Donna Hopkins heads the Political Military Policy and Planning Branch of the Office of Policy, Plans and Analysis in the U.S. Department of State‘s Bureau of Political Military Affairs. She served from 1998-2003 as a Foreign Service Officer, with postings in Warsaw, Poland; the Bureau of European and Eurasian Affairs; and the Office of Mine Action Initiatives and Partnerships in Washington, D.C. Prior to joining the State Department, Ms. Hopkins spent 16 years on active duty in the United States Navy, becoming one of the first women officers to serve on ships at sea, and serving overseas in several European countries and the Far East. Her military experience includes active sea duty on three ships; assignment as Chief of Current Operations for JTF Provide Promise during the 1995 Balkans War; and duty on the staffs of the U.S. Atlantic Command, U.S. Joint Forces Command, U.S. European Command, and several other Navy and joint commands. Ms. Hopkins graduated with Highest Distinction from the U.S. Naval War College with a Master's Degree in National Security and Strategic Affairs. Still active in the Naval Reserve, she holds the rank of Captain and oversees the six reserve units supporting the Chief of Naval Operations. Ms. Hopkins and her husband John, a retired naval officer and information technology manager in the Department of State, live in the District of Columbia. Prof. Nilufer Narli holds a degree in Education with a major in Philosophy and minor in Sociology; and an M.Sc. in Humanities with a major in Logic, the Philosophy of Science and Philosophy from M.E.T.U, Ankara. She holds a PhD in Social Sciences with a major in Political Sociology from the School of Comparative Social Sciences, University Sains Malaysia. She is a Full professor of Political Sociology in the Faculty of Communication at Kadir Has University. Before being appointed as Dean to the Faculty of Communication in October 2003, she was a chair of Sociology Department at Marmara University where she also chaired Sociology and Anthropology Department of the Middle East Studies Institute. Prof. Narli has done research on Islamist movements in the Middle East and Southeast Asia. She also has a strong record of research with European Institutions. She has been participated in several conferences on European security and civil-military relations in comparative perspective. Prof. Narli has also taken part in the related research projects. She was a trainer in conflict resolution at seminars of the Southeast Europe Leadership Initiatives for Women NGOs in the Balkan countries in 2000 and 2001. She is a member of Middle East and Balkan Studies Institute (Istanbul) and a member of the editorial board of two security publications: Perceptions published by Strategic Research Centre in Ankara and a quarterly published by Military Academia. Professor LtCol (Res.) Dmitry Pozhidaev, PhD (Sociology), MA (Linguistics). Professor Dmitry Pozhidaev was a professional officer in the Soviet and Russian Special Forces for 17 years. His teaching experience at that time includes professorship at the Airborne Forces Academy in Russia. He also served as a military liaison officer for the UN Mission in Bosnia where he was awarded with the UN Medal for Peacekeeping. Professor Pozhidaev published widely on such issues as civil-military relations and civil control in the armed forces, military education, deviant behavior in the army and re-socialization of war veterans. He served as an expert for research projects and surveys to a number of Russian and international institutions, including the Russian Ministry of Defense, World Bank, Council of Europe and United Nations Population Fund (UNFPU). Professor Pozhidaev has been working with the United Nations in the Balkans since 1998. His most recent works focus on UN peacekeeping operations, analysis of ethnic conflicts, conflict prevention and conflict resolution. Professor Pozhidaev is airborne qualified and, besides Russian and English, also speaks French, Persian and Serbo-Croat. pozhidaev@un.org Ulrich vom Hagen, is a research fellow at the Bundeswehr Institute for Social Research (SOWI), Germany. He holds an M.A. in Public Administration and is currently writing a dissertation on ‘Military Culture’ at the Humboldt University, Berlin. He teaches military sociology at the Humboldt University and at Potsdam University. His current research interests include civil-military relations, organisational and institutional theory, and European integration. Lt. Col. (Ret’d) Pierre A. Rochefort, MPS, BA, MSM, CD, is a retired Canadian Forces officer and fighter pilot whose most noteworthy accomplishments in the military included commanding a CF-18 fighter squadron and presiding over/co-chairing various boards of inquiry and ministerial committees. Upon retirement from the military, Lt. Col. (Ret’d) Rochefort joined the Bombardier Aerospace Group and, as Director of market research of the Defence division, successfully led a number of industrial proposals to various government agencies. Lt. Col. (Ret’d) Rochefort now is the president of Cirrus Research Associates, which is a globally-networked management and market advisory firm engaged in the identification and development of business opportunities in the operational, in-service support, regulatory, and academic segments of the aerospace and defence industries. He holds a Master of Political Sciences’ degree from Auburn University, Alabama, U.S.A., is a graduate of the United States Air Force’s Air War College and of the Canadian Forces Command and Staff College, and is a certified management coach, teaching modern management principles to public and non-public organisations Professor Dr Dimitrios SMOKOVITIS (General (Rd)) Has been Visiting Scholar at Harvard University, Center for International Affairs as scholar of A.ONASSIS Foundation, Visiting Scholar at M.I.T., Sloan School of Management, and scholar of NATO-Hellenic Ministry of Coordination at Cranfield Institute of Technology. Additionally to a successful military career, he has been Visiting Professor in several Greek military
schools (Military Academy, Staff School, National Defense School, Air Force Academy, Police Academy, Navy War School, Air Force War School), in the Hellenic Public Administration (School of Public Administration, Institute of Continuous Education of Civil Servants), and in academic departments of the University of Athens, Panteios University, and the Technological Educational Institutes of Athens and Piraeus. Participated in the ERASMUS, TEMPUS and MED-CAMPUS Programs and taught in Exchange Programs in Filand, Ireland, Italy, Albania, Turkey, Israel. He
has also lectured extensively in the Center of Diplomacy and Strategic Studies of Greece and in Participated in a number of national and international conferences and presented papers in a variety of topics of Military Science. Also, he published extensively, while some of his articles were translated and published in French, Italian, Spanish , and Chinese. His research refers to such issues as military sociology, military management and training, national defense, geostrategics, organization and modernization of Armed Forces, his main goal being the efficiency of Armed Forces. Introduced applied Military Science in Greece and the Greek Armed Forces and represented Greece in international research groups, such as Research Committee 01 Armed Forces and Society/ ISA, European Research Group on Military and Society/ERGOMAS, and Inter-University Seminar on Armed Forces and Society/ USA. His residence in the Center for International Affairs of Harvard University as a scholar of ONASSIS Foundation and the research he conducted under the topic "Greek National Defense Policy" in cooperation with Prof. Samuel Huntington, as well as his residence at M.I.T. and his research "Strategy and Policy" in cooperation with the late Prof. Zenon Zenetos, constitute some of his very important experiences which contribute to his teaching relative issues in the Military Academy and other Military Schools. Major J.C. Stone, CD, PhD As a military officer, Major Stone has served in a variety of regimental positions in the First and Third Royal Canadian Horse Artillery regiments, including unit Adjutant and Battery Commander of an M109 155 mm Howitzer battery. Employment outside the Artillery has included two years as Military Career Counsellor and Operations Officer in St John's Newfoundland, one year on the operations staff at the Fourth Canadian Mechanized Brigade Group Headquarters in Lahr, Germany, two years as the Executive Assistant to the Commander, Land Force Central Area, Toronto, and two years as a staff officer with Chief of Force Development and then with Director General Strategic Planning at National Defence Headquarters, Ottawa, Ontario. Major Stone has been published in a variety of forums including most recently in Canadian Military Journal and the Australian Defence Force Journal. His areas of academic expertise include defence economics, defence policy and Canadian military history. His current research interest is in the area of required budget allocations and the relationship between the three major components of capital, operations and maintenance and capital in order for militaries to transform to an RMA capable force. Dr Eric Ouellet is Director of Academics at the Canadian Forces College (CFC). CFC is Canada's joint Staff and War College. He teaches various topics touching military leadership, command, Canadian demographics, terrorism and asymmetric warfare. Dr Eric Ouellet is originally from Quebec City, but he has been living in Toronto since 1992. He is fluently bilingual English/French. He completed in 1990 an undergraduate degree in Political Science at Université Laval (Quebec City), specializing in public administration and international relations. Dr. Ouellet also did a Master's Degree in Political Science at Laval, completed in 1992. He wrote his thesis on the organizational structure of quasi-terrorist groups involved in environmental activism. He completed a Ph.D. in Sociology at York University (Toronto) in 1999. In his doctoral dissertation, he studied the organizational and political processes involved in management consultation. His general fields of specialty are Sociology of Organization, Sociology of Knowledge and Political Sociology. Dr. Ouellet has recently conducted researches on military leadership and published in the Low Intensity Conflict and Law Enforcement Journal. His research seeks to provide a sociological framework, rather than a psychological one, to indirect leadership, which is more frequent at higher ranks level. A second set of research deals with the socio-technical challenges of digital command centers for the Canadian Forces. Dr. Ouellet is also working on a project studying the organizational implications of asymmetric warfare and terrorism for the Canadian Forces. He is the editor of a collected volume, currently under press and due for the late March 2005, on new directions in military sociology. Dr. Ouellet also published in the field of organizational deviance in the banking industry and organizational analysis. Prior to joining CFC, Dr Ouellet worked in the private sector as a system analyst, and for the Government of Ontario for the Ministry of Energy, Science and Technology as Senior Advisor, and also as a Policy Analyst for the Ministry of Training, Colleges and University. Lastly, he has been teaching on a part-time basis at York University for several years. Giuseppe Caforio, is a retired general of the Italian Army. He is president of the Research Committee 01 "Armed Forces and Conflict Resolution" of the International Sociological Association, the Vice President of the Italian Interuniversity Centre of Historical and Military Studies, a founding member and coordinator of a working group in ERGOMAS, as well as a member of several other institutes of research. He is also an outside consultant for the governmental Italian Centre of Strategic and Military Studies. He has a Strategic Sciences degree, a Law degree, a Political Science degree, and a Master's in Communication Science. His recent major publications include: The Sociology of the Military, (1998); (ed.) The European Cadet: Professional Socialisation in Military Academies, (1998): (ed.) The European Officer: A Comparative View on Selection and Education (2000), The Flexible Officer. Dr. Gerhard Kümmel is the Senior Researcher at the Bundeswehr Institute for Social Research (SOWI). Bellew, recently retired from state service, was the Director of the Division of Adult Services for the Louisiana Department of Health and Hospitals, Office of Mental Health (OMH). In addition he has administrative supervision of ongoing system development of consumer and community support services and programs throughout the state. He has served as a member of the NACSMHA Division of The National Association of State Mental Health Program Directors and has been an investigator on a number of CMHS systems change grants focusing on issues specific to adults with severe and persistent mental illness. Mr. Bellew is also currently supervising the OMH Office of Consumer Affairs Program, which provides a range of consumer service and support functions associated with the community-based delivery of mental health services. Mr. Bellew also serves as the State Director for Federal Homeless programs and the federal PATH Grant coordination and response activities. He also supervises the OMH Housing Program, and the Federal C-PASS Grant program. Mr. Bellew was appointed by Governor Foster of Louisiana as a Commissioner of the Interagency Council on Homelessness and on the national level to the Federal Policy Academy on Homelessness. Mr. Bellew is on the Advisory Boards of, and provides ongoing consultation to, the Louisiana Consumer Task Force, the federal Medicaid Purchase Plan, the federal Independence Plus Grant, and the federal C-PASS Grant. Prior to his promotion to the State Office Headquarters of OMH in 1995, Mr. Bellew served as a clinician and administrator at a large state psychiatric hospital. Mr. Bellew holds a Bachelor of Arts Degree in Psychology from Rockhurst University, Kansas City Missouri. He also holds a Master of Science Degree in Psychology from Texas A & M University, and a Master of Science Degree in Health Services Administration from the University of Saint Francis. He has authored several publications in the Mental Health field, and was recognized by the Mental Health Association of Louisiana with their Distinguished Service Award in 2003 Mr. Bellew was an Officer in the United States Navy 1965-1972 and served in Vietnam, the Philippines, and Italy. Prof. Jaimie Lee Barron, Ph.D., FRSA DEPARTMENT OF SOCIOLOGY DEPARTMENT OF SPORTS SCIENCE Faculty of Martial Arts Jaimie is a former military advisor and police consultant with years of experience working with the security forces of several countries. He now specialises in the research and development of specialist course programmes for niche markets, being the senior tutor and academic advisor for Nomad Training and Development in the UK, and is an experienced educator, researcher and academic, responsible for the supervision of students undertaking post-graduate research degrees. He is a high-ranking black belt instructor in several martial arts, and is the Vice Principal, College of Higher Education for Martial Arts, and Vice President of the Society of Martial Arts. In addition, Jaimie holds the position of Dean for academic and quality standards for the International Institute for Specialised Education and Research, and the Faculty of Intelligence Security and Terrorism Studies. He retains membership of the Military Intelligence Corps Association and is a founder member of the United Kingdom National Defence Association. Prof. George M Scarrott MMA FSMA - Prof. Scarrott is a very well known, well respected teacher of the martial arts having over forty years of experience teaching all over the world. He is a Founder-Fellow of the Society of Martial arts, and is author of several learned articles and papers upon various combat systems. Prof. Scarrott has also been one of the biggest names in the sport of Kick Boxing in the UK for many years, and now trains Judges, Referees and Corner Staff, as well as British champions. He has received various honours for his contributions to the world of martial arts, such as a special award for Outstanding Sporting Achievement from Portugal, and the coveted Instructor of the Year Award from the World Federation of Martial arts In addition, being a former member of the Armed Forces, Prof. Scarrott received the Veterans Medal in 2006, for his valued service Prof. Matthew Clempner MSc MMA FSMA FIPS FBAPT - Matthew Clempner is recognised as one of the leading Physical Skills instructors in the UK today with over thirty-five years of experience under his belt. He has been a qualified instructor with the Home Office since 1987 and in 1990 became a Trainer of Trainers. Current work includes Officer Safety training, Conflict Management, Expert opinion on training and Personal Safety issues and High Risk Prisoner Detention. He is qualified as a Public Order trainer and trained groups as varied as operational and specialist police units, NHS staff, Military and Security services. A member of the National Coaching commission for the National Governing Body for Judo registered with Sport UK and the British Olympic Committee, he has been involved with coach development from grass roots level up to and including elite standard. A former Great Britain international (Judo, Wrestling) Matthew has competed at 1 Olympic Games (1980 Moscow) also 6 World Championships, 8 European Championships and 2 EU championships gaining a total of one gold, one silver and three bronze medals. Also holds the internationally recognized ranks of 6th Dan in Judo (BJA) and Ju Jitsu (BJJA). A National coach for Judo recognized as the most experienced Russian Martial Arts instructor in the UK today he has trained and coached extensively in other countries; 16 times in Russia, twice in Japan and twice in the USA. In 1997 Matthew was awarded ‘International Master of Sport’ in Moscow recognizing his level of achievement In addition to his academic achievements, he is a published author of several books and articles, and is a well recognised martial arts instructor in many countries, having black belt qualifications in both Jiu-Jitsu and Karate. In 2002 Prof. Hodgins was inducted into the Black Belt Hall of Fame, and was further honoured in 2007 with a special award from the President of the United States for his services toward the martial arts. Prof. Emeric Arus PhD - Prof. Arus is a specialist in Physical Education, and is an internationally recognised personality in the martial arts, upon which he has authored numerous books and articles. He has trained in, and taught, many different styles of martial art, having earned numerous senior black belt awards, and is also an eminent coach of western fencing techniques. In 1992 Prof. Arus was inducted into the martial arts Hall of Fame by the World Head of Family Council, and is the founder of both Zendo Ryu Karate-Do and Sticky Hands Jiu-Jitsu. Prof. Arus is a qualified teacher in Physical Education, and has additional degrees in Sport Management and Movement Science, in which subject he earned his PhD.
